The converter re-encodes the pixels you provide. It does not repair a blurry source. A higher quality setting stays closer to the original and produces a larger WebP file.
If you also need a specific file size, compress to 100 KB or another target after you know WebP is accepted.
WebP is often smaller than JPG or PNG at a similar appearance, and it can keep transparency. Use JPG instead if the site or form does not accept WebP.
JPG to WebP re-encodes a lossy photo. It does not recover missing detail. PNG to WebP can keep transparency and usually shrinks screenshots and graphics more than a lossless PNG export.
